Conservation Commission · Meeting of January 27, 2026

Essex Conservation Commission issues formal Determination on Turtleback Road exemption. The Commission voted unanimously to issue a negative Determination ruling that grading and filling work on a common driveway spanning the Turtleback Road and Pond Street parcels was exempt from state Wetlands Protection Act requirements. Property owner Christopher Mscisz and his attorney Joel Favazza presented evidence that the work was conducted on a previously existing roadway, with co-owner Mary Palermo testifying the roadway existed when the property was purchased in 2016.

The Commission also unanimously approved the FY25 Annual Report for submittal, the 2026 meeting schedule, and a minor modification to the Castle Neck River Culvert Removal project that will reduce impacts to aquatic species.
