Board of Public Works backs Apple Street access road project

ESSEX — The Essex Board of Public Works discussed Apple Street access road and secondary treatment costs. Chairman Nick Ellis and the board discussed building an access road on Apple Street to mitigate emergency costs should the existing bridge be declared unsafe, using town forces and rented equipment to avoid premium emergency contract rates. The board also evaluated Gloucester's financing proposal to extend secondary treatment amortization from 20 to 30 years, noting the town's 3.12 percent share would cost an additional 2 million dollars in interest.
A formal compliance complaint was filed regarding a recycled asphalt pile's proximity to wetlands, with Conservation Commission guidance to install a silt fence.
